Augusto Blacker Miller, a former Peruvian foreign minister, was apprehended by Brazilian federal police in Rio de Janeiro on December 11, 2025, after a seven-year evasion from authorities. Miller, who served under President Alberto Fujimori in the 1990s, was an 80-year-old fugitive wanted by Interpol. His arrest came as a result of an international warrant issued after an Albanian court sentenced him to eight years in prison for financial fraud.

The fraud charges in Albania stemmed from an alleged unfulfilled investment in a waste incinerator project. According to Albanian authorities, Miller was suspected of promising an investment that never materialized during his time living in the country, where he had become a major shareholder in an Albanian company. He had obtained Albanian citizenship after fleeing Peru, where he also faced legal troubles.

Beyond the Albanian fraud case, Miller had a history of legal entanglements. In November 2007, he was sentenced to four years in prison in Peru for his alleged complicity in the 1992 self-coup orchestrated by then-President Alberto Fujimori, which involved the dissolution of parliament. Despite denying the fraud charges in Albania, his arrest in Brazil ultimately brought an end to his long period on the run. Tragically, he passed away in a Brazilian prison hospital on January 23, 2026, due to cardiorespiratory arrest.
