government
In 1958, France was teetering on the brink of civil war. The government of the Fourth Republic was weak and paralyzed by the chaos of the Algerian War. In this moment of crisis, the nation turned to the towering figure of World War II, Charles de Gaulle. He agreed to return to power from his political retirement, but on the condition that he be allowed to oversee the drafting of a new constitution.
The resulting document, which established the French Fifth Republic, was designed specifically to remedy the instability of the previous system. It dramatically strengthened the executive branch at the expense of the parliament, creating a powerful presidency tailored to de Gaulle's own vision of strong, decisive leadership. The president was given the authority to appoint the prime minister, dissolve the National Assembly, and, in times of emergency, rule by decree. This new system, which is still in place today, was custom-built to give a leader like de Gaulle the tools he believed were necessary to govern France effectively.
