Long before he was Vice President, Dick Cheney was a key member of the first Bush administration's cabinet. He was appointed to lead the Pentagon in 1989, but he was not President George H. W. Bush's first choice for the role. After the Senate rejected the nomination of John Tower, Bush turned to Cheney, who was then a prominent Congressman from Wyoming, to become his Secretary of Defense. He was easily confirmed and served for the entirety of the president's term.

During his tenure, Cheney oversaw a period of immense global change and significant U.S. military action. He managed the downsizing of the military following the end of the Cold War and directed major operations, including the 1989 invasion of Panama. Most notably, he was the top civilian official, alongside Chairman of the Joint Chiefs of Staff Colin Powell, who planned and executed the successful 1991 Persian Gulf War, also known as Operation Desert Storm.
